The problem here is that there is no taking them back and there is no time to destroy one either by the sender or receiver.  Hypersonic missiles may be the thing that sets off the final WAR.

Sub launched nukes are now available to so many countries that it seems likely that blackmail, EMP strikes, and eventually a mistake or rogue launch will happen.  Live your life accordingly.
