This is another example of the decline resulting from socialist state methods.  Allowing a burgeoning homeless population is clearly a result of failed policies and now with that comes feces in the streets and disease. 

What to do:  Stay away.  Avoid states and cities that promote such.

What is a worse pandemic than one that can destroy life for tens of thousands of years.  Nuclear power cannot be trusted.
