As fixed bases out in the middle of the South China Sea these are chess pieces meant to equal an U.S. carrier presence and they will. This is a brazen seizure of international waters and eventually will become a acceptable fixture if the U.S. is pushed out of the region.

They really are suicidal in Europe.
