These are alternatives to a fleet of aircraft carriers that China can't reliably operate yet.  As fixed bases out in the middle of the South China Sea these are chess pieces meant to equal an U.S. carrier presence and they will.  China plans to nuke U.S. carrier fleets as part of their strategy and hopefully the U.S. has MOAB plans for each these Islands.  This is a brazen seizure of international waters and eventually will become a acceptable fixture if the U.S. is pushed out of the region.
