This is the result of a great espionage effort over the past 30 years to include our nuclear weapons systems under slick willie with a guidance assist from his administration thanks to donations.  Under Bush 43 there was a distinct lack of effort to stop it and under Obama there appeared to be an ongoing effort to fund the Chicoms by giving them all that remained of our advantage while taking down our own capability.

They built this capability on the cheap by taking all of our efforts and just improving or modifying them.  All in all, we have ourselves to blame and if it end up costing us millions of lives then fingers point clearly at all the presidents since Johnson, not that Johnson was any good but at that time we still had a wall between China and the West.  Nixon took care of that and opened the door to modernization while getting little in return other than to tweak the Soviets.   The deal now seems less than good.

What to do:  Nothing but watch the eventual capitulation of the US to China Hegemony in Asia and Africa.   Also, assume the Chicoms will continue efforts to gain position in our Hemisphere .  It appears likely we'll have to face them as they get more belligerent.  Since they now consider first strike an option we may get more than our nose bloodied.  It may end in catastrophe and total loss if we have another Obama type in office.  One like him would probably just capitulate and give up.  He has more animus for Americans citizens than our natural adversaries as he proved during his 8 years of reduction in US posture and standing in the world.
