There was a time when this kind of thing was rare but now it's commonplace and happens all too often as a result of the public relations campaign the left runs against law enforcement.  If you look at a city like Baltimore where the police have been demonized it came naturally that less effort is taken to arrest the most dangerous criminals because there is nothing to gain for offices to do so.  Rather, they risk their freedom, jobs, pensions, and their family.  Baltimore is a city on the edge of lawlessness as a result.

This can become a nationwide problem if the attacks on police continues.  Most people have no idea what life might be like without the option to call 911 and have help arrive.  Baltimore is getting there and the murders and other violence crime in the city prove how bad life can become.
