Read the article.  It'll give you an idea of the stupidity that any bureaucracy can do.  It is best to make your own decisions based on what has proven to work.

Army Drops Universal Camouflage

On that basis, consider woodland for woodland areas in North America.  It is now so cheap as to be almost free for a standard uniform.   If you want to spend some money but not too much there is MARPAT surplus that seems to be superior to almost anything except US4CES or the China Pattern.  You may have to wait to strip the uniforms off of invading Chinese forces to get that pattern.

Gear can almost always be in Olive Drab and not be a problem.  You can always add color to gear.

Other patterns that work depend on your geographic location and season.

This is why Swiss Alpenflage seems almost like a carnival outfit for anyone in a summer location in the woods of the USA or an equivalent area.  Switzerland has different terrain and Flora so I presume it works there at least in seasons that the Swiss figure any army foolish enough to try it would choose to invade.  I doubt you would get anyone to choose winter for a Swiss Invasion.

In the USA if you need winter cammo just get a white sheet and cut a hole for your head if you don't have a winter poncho with a head cover.  You can make what you need and cover most seasons with woodland or if you want something that works as well depending on the season.
